Japan TELEC Certification Service

Before entering the Japanese market, importers and manufacturers must prove that their radio equipment such as cellular phones, wireless LANs, and business purpose radios conform to the technical standards, regulations and requirements imposed under Japanese Radio Law. This is accomplished by obtaining the mandatory TELEC certification, also known as MIC (Japan Ministry of Internal Affairs and Communications) certification.

TELEC certification types

There are two types of TELEC certification, TELEC test certification and TELEC type certification; The test certification process tests every single unit submitted and provides a certificate for each individual unit once conformity has been verified.

Type certification verifies conformity by evaluating and reviewing the manufacturer’s documents and manufacturing methods for a specific type of unit. Testing and evaluation will be conducted on a representative test sample for that product type. Once conformity is verified a certificate will be issued for that type of product manufactured at that facility. If there are any changes in the design of the product or manufacturing procedures, the manufacturer will need to reapply for certification.

Challenges Obtaining and Maintaining TELEC Certification

Obtaining TELEC certification can be tricky, and delays can occur from not going in with the right test plan, or not providing the correct documentation.  The following are preventable issues that can cause delays:

  • Initial test plan not designed to leverage representative model to the full extent
  • Products are not sent with the correct test software
  • Incorrect or Insufficient documentation
  • Certification laboratories make little effort to resolve product operating deficiencies during testing.
  • Product operating details are not well translated to Japanese test lab
  • Certificate expirations cause unexpected lapse in coverage

  • Determine proper frequency range(s) and power limitations for Japan market depending on product’s application. Verify restricted frequencies are disabled, and available power is limited before product is shipped for testing.
  • Communicate testing requirements in advance, and work with component manufacturer if necessary to ensure a valid test protocol can be simulated at the Japan test lab.
